I want to be able to inject text that is always showing up on every frame of the rom, does anyone know if this is possible?

If it is, not without a lot of work to the individual game's programming code.

I am sure there are emulators that can overlay or have things on a background that would be easier, even if you wanted it in code you could probably find one with some lua abilities to shove things in there.

If it is, not without a lot of work to the individual game's programming code.
If the vblank/hblank loop is more or less run on every frame for a given game (enough do that, even on later systems) then I could see a path that way without having to do something drastic.
If it is going to be a general case or something like I imagine you are envisioning then yeah nightmare hack.
