Let's say I wanted to change text in or translate a game for the SNES, heck even change some title screen options, is there any way I can do so?

The same way you change anything else in any ROM: you have to determine how the text is stored, usually by making a .tbl file.  Different games do not necessarily have to store the text in the same way, so this step can sometimes be labor-intensive.  And if the text is compressed, you also have to figure out how to decompress the text and then re-compress it again afterwards.
