I have a problem. When it comes to fds ROMs (Famicom Disk System), Lunar IPS can't convert modified ROMs into IPS patches. In fact, most fds ROM hacks on this website are still in ROM form. Is there any program that can create IPS patches out of fds games?

That isn't true, all 16 FDS rom hacks and 48 FDS translation are in .ips format.
I check this by myself.
ROMS are copyrighted material, RHDN only shares patches. roms cannot be submitted.
