Did the 2007 version of this hex editor really exist? I have searched for a while but no download link at all... just the name and "2007". Hope you can clarify if that's just an illusion.

I'm not so sure.
I have a ZIP download dated September 7, 2007, but the EXE inside is dated August 23, 2005.
So I'm going to guess that was the latest update as that's the latest version I can find on my HDD and WindHex is still my favorite ROM-hacking hex editor.

We could band together and make a new hex editor with updated features from WindHex. I'm down for that if there's enough interest.

Didn't FAST list an open-source editor on his list, some months (years?) back? That could make for a good base to start from.
