Why hack the GC version into the N64 version instead of using the N64 version ?

Also I think there were a couple of bugfixes here and there for the GC MM release.

Yes, the sprites from the Arcade game was the easiest way to go. Smithers' sprites required the most amount of editing to make them more accurate to the TV series.

One reason is because in some ways, emulating an emulated game on Dolphin is better quality than N64 emulation.

Weird but true.  Even the VC one has sound problems every now and then, but on some games it's less spotty.  If this is true or not for OoC or MM remains to be seen by me.

When I made SOR2: Simpsons Edition, I never intended it to be so popular. It was meant to be a tribute to one of my favorite animated series.

The legal note says it's not the ROM Nintendo is selling because it's missing some changes from the VC version. So the logic here is change one byte, now it's no longer Nintendo's?

The description is kind of vague. Did they hack the ROM, or just leave it as dumped?
Maybe what they meant is Nintendo had the VC emulator soft-patch the game to enable GamePad rumble, which is normally only useful on a Wii U, and didn't try to incorporate said patch into the actual ROM.

I guess we'd have to have someone gut their Drill Dozer, and drop in this ROM to 100% confirm the original GBA rumble motor still works.

I can probably clarify this. Drill Dozer was originally only released in Japan and North America, with the only supported language in the latter version being English. A European release was also planned at the time (based on the build date present in the EU ROM), which also supported French, German, Italian and Spanish. But for some reason it was never released until the game was put on Virtual Console.

So what this patch does is patch those additional four official localizations by Nintendo into the game. Or more accurately, it transforms the US ROM into a different ROM entirely, as the patch format used here is IPS which leads to the patch containing pretty much the entirety of the EU ROM's data. It would probably be better to replace it with something like an xdelta patch which can properly handle shifted data.

No clue on what the "RAM patches for rumble" would refer to though. Wii U RAM dumps show the ROM isn't being soft patched in the VC emulator. GBA VC ROMs are always hard patched.
