BF is totally not a markup language. A markup language is used to describe text in a document. So think HTML, XML, Word documents (if looking at the binary representation), LaTeX, etc. Even Atlas scripts are a form of a markup language.

Though sometimes the distinction can get fuzzy. In some ways, XSLT is more of a fucked-up functional programming language than a markup language. It's even Turing-complete.

But yeah, Brainfuck isn't even remotely like a markup language. In its semantics it is actually most like a really primitive assembly language, though its syntax doesn't resemble assembly language at all.

TeX/LaTeX is also a programming language, aside being a markup language.
