ROM Hacking Discussion / Creating custom Super Mario RPG style sprites?

I'm currently confused on how the production of mario rpg character and location sprites are created. Their are only two rom hacks of the game i can find and I would say only one changes anything physical(and then it's just a recolored sprites) and I then occasionally find someone has made a custom character that looks like one of the ingame characters.

What I'm getting at is this, do you create them the normal way or is there some more complicated reason why I don't see any real Mario rpg/Donkey Kong Country full rom hacks?
