Maybe you can take that money and buy a book on assembly (Or read the metric ton of documents on this site) and do it yourself.

"danke" on the irc said i have to learn the gba's system and data structure then ffta's method of storing information. Where do I find that? already found a pdf of arm assembly.

Well I'd say you'd want to learn as much as you can about the GBA first, then start doing some of your own research and try to find anyone else on the internet that has researched the game's data and code. But don't expect someone else to have already figured it out. You'll get more help on this forum if you do most of the work yourself, rather than asking for information up front. It gives the impression that you just want other people to do things for you, generally. It's also not considered good etiquette in this community and most rom hacking communities to offer payments for doing work or acquiring information.
