Most gaming shops would be against selling this kind of stuff, and even those who sells modchips sells those who can only play import and not backups, and they don't sell anything for obsolete consoles.
Yes, and also this is sad for people that speak another language, such as Italian people, as I guess they had to play their games in one of the "more important" language. Poor guys.
Sorry for answer so late, I didn't follow this thread anymore but came back because of the other topic.
Basically what I am saying is that many shops doesn't make big advertising about the modchip thing but if you know your stuff and a bit regular to the shop, you will get them.
We are out of the era of the modchips now but anyway the most chips that you get for ps1 made you able to play imports AND backups but don't expect the shop to tell you this.
The shop i go, know very well that i know probably more than them how to pirate a console and know that I not go to tell everybody that i got something "not good" from them.
So it's not strange that sometimes they come forward and propose me to buy consoles (other things) that they could not sell to "normal" customers (example a already modded cube that i got from them).
Knoledge and discretions are the key to get those things from your local videogame stores (at least in my country).
