Baro I think, is a Spanish (could be English) guy who made innovative Pokemon ROM hacks. Although his whereabouts are mostly unknown, some have last seen him in a Spanish Pokemon Hackers Community called Whack-A-Hack where all my favorite Pokemon Hacks are downloadable:
